Closed testing lets you share an app with a controlled group of testers before production. Google Play requires eligible new personal developer accounts created after 13 November 2023 to complete closed testing before Production Access can be requested.
Google Play currently requires at least 12 testers opted in continuously for at least 14 days for eligible personal accounts. This product also tracks an internal tester target, which can be higher depending on the selected package.
Testers must remain opted in for 14 consecutive days. If a tester opts out, that tester's continuous period stops. Opting back in later starts a new consecutive period for that tester.

If a tester becomes inactive, opted out, or flagged for replacement, an admin can assign another tester. Replacement may affect continuity for that seat and should be reviewed in campaign metrics.
The Free Community plan is for testers and community campaigns. It includes credits, a basic tester profile, and community tests. It is not a paid Production Access package.
Testers submit ratings, categories, tested features, and notes. Developers can mark feedback reviewed, resolve it, or create an issue. Screenshots are stored through a file storage provider.
